If you want to build a deck or addition to your recreation vehicle in a trailer park in the Municipality of West Elgin, all add-on rooms, site-built and manufactured canopies of any size, and decks larger than 10 m2 (107 square feet) require building permits.

Uncovered decks built at an elevation of 24 inches or less (from grade to the top of the deck) must meet size and setback criteria but do not need a building permit. Decks should not be attached to the park model trailer.

Applying for a permit

Complete Application for a Permit to Construct or Demolish, drawings, and related documents online in the Cloud Permit system.

To issue a permit, we will need:

  • A completed building permit application;
  • All required fees;
  • Construction drawings;
  • An authorization letter that acknowledges you may apply on the park owner's behalf.

If you are building an add-on room, your deck must meet the minimum manufacturer standards as well as Ontario Building Code requirements. Please provide the manufacturer's specifications with your application including the stamped engineered design from the manufacturer with the model number.

Canopies

Any permanent canopies must be specifically made for park model trailers or recreational vehicles. Please make sure to include their stamped engineered design.

Insulation and thermal barriers

All canopies, walls, and roofs made of panels with foamed plastic insulation must have a thermal barrier that meets Ontario Building Code requirements.

Drawings required

Make sure you complete all required drawings to scale. They should include enough detail for our Chief Building Official to verify compliance with the Ontario Building Code.

Plan view

Make sure to include a drawing of the plan view, which must indicate:

  • Beam and joist sizes;
  • Spacing and direction of framing members;
  • Post and foundation/footing locations and dimensions;
  • Location of all stairs and their width;
  • Connection of framing elements.

Cross section(s)

Please provide a cross section drawing that includes the height of the deck from finished grade, post and beam attachment details, and relevant structural framing information.

Elevation(s)

Include elevation drawings that show all guards, railing, stairs, etc.

Site plan

Create a site plan that shows the trailer, any accessory structures, and the proposed deck which should include their setback dimensions from the lot lines and neighbouring trailers. If you're located along the perimeter of park property, make sure that you have all dimensions from the property line.

Mandatory inspections

After we issue your building permit, the building inspector must review several stages of construction. These stages will be listed on your permit. Please call 519-671-8396 or email us to schedule an inspection. Your permit may have additional inspections depending on the scope of work.

The building inspector must be able to see the required parts of the work for the inspection. Any building elements that are covered before the inspection is complete must be uncovered and pass inspection before you can complete the project.
